About Us

CARRIE OUTHIER BANKS, Ph.D., Executive Director, founded Domestic Violence Safe Dialogue (DVSD) after over 15 years of experience volunteering and working in domestic violence shelters with both women and children. In 2005, Carrie received her Ph.D. in Conflict Analysis and Resolution from George Mason University in Fairfax, Virginia, where she authored her dissertation, "Finding Their Voice: Observation of the Surrogate Dialogue Program". With the help and support of Washington County Community Corrections, the Family Violence Intervention Program, Family Focus Counseling Center, and Dr. Mark Umbreit, she initiated a safe surrogate dialogue pilot program in Hillsboro, Oregon. The pilot safe surrogate dialogue program is now a permanent component in Hillsboro, Oregon renamed the Domestic Violence Safe Dialogue (DVSD). Carrie graduated from the University of Arkansas in 1994 with a Master's in Communication and in 1992 received a BA from the University of Tennessee. Currently, she lives with her family in Portland, Oregon.

PARTICIPATING ORGANIZATIONS: Domestic Violence Resource Center, Abuse Recover Ministry Services (ARMS), Men's Resource Center and Washington County Community Corrections in Oregon and Arrowhead Regional Corrections in Minnesota.


Board Members

BETH HARWELL, PhD is the current Speaker of the House in the Tennessee House of Representatives from Nashville. She is the first woman to serve as Tennessee's Speaker of the House. Beth has been a strong advocate for tougher laws against rapists, victim’s rights legislation, welfare reform and children’s issues.  She spearheaded legislation to keep firearms out of places that serve alcohol.

DAN DAVIES has been a parole officer at the Washington County Communicy Corrections office and understands the meaning of rehabilitation.  He sees DVSD as a positive way for offenders of domestic violence to hear from survivors in a unique way that is not normally possible.  He has facilitated many dialogues and continues to be a vital part of the DVSD team.

GAYLE SHELLER, MSW, CSWA is the Clinical Coordinator of the Domestic Violence Resource Center Counseling Services in Washington County, Oregon. Prior to this work, Gayle was the Program Director for Domestic Violence Surrogate Dialogue in Hillsboro, Oregon for three years.  Gayle has worked with transitional housing for chronically mentally ill adults and homeless families, and as a pastor in the Mennonite Church for 10 years

KERRY NAUGHTON joined Partnership for Safety and Justice in September 2008, after spending ten years working on national and international victim assistance projects in Washington, DC. The focus of Kerry's projects included: teen victimization; sexual assault; dating violence; human trafficking; prison sexual violence; faith-based victim services; rural victim services; public education; and victims' rights in the United States and in the International Criminal Court.

Mary Souder, MA is a graduate of Pacific University's School of Professional Psychology where she earned her Master's in Counseling Psychology.  She has worked with youth and adult survivors of domestic violence as well as adult offenders.  Mary became involved with DVSD in 2007 upon expressing interest in conducting research for the program.  The program allowed her realize the healing power of accountability and strengthened her desire to help offenders reach that point.  She currently resides in St. Paul, MN where she will continue providing support and treatment for individuals who have offended.

MATT JOHNSTON has worked at ChangePoint with men convicted of domestic violence offenses and alcohol and other drug issues since 2006.  He has acted as a support person for his male clients in several DVSD dialogues and plans to continue this work. He also teaches a course for men at Manifest on Relationships and Communication.

PAULA MIKE is an Assistant Professor at Porland State University in Oregon. She works with predictors of success in graduate education; social work intervention with drug and alcohol-addicted pregnant women and intergenerational family therapy and teaches medical social work, social work with the dying and their families and direct services practice.

SHERYL RINDEL Though she now calls the Portland area home, Sheryl is a Texas native and a graduate of the University of North Texas with a Bachelors Degree in Human Development Family Studies and a Master's in Counselor Education. She has been working with families who have experienced domestic violence for more than twenty years."In working with victims of domestic violence, I see myself in the role of advocate; walking side by side with a person in order to validate and empower them to be exactly who they are."

TERESA KEHRLI is currently a graduate student in Portland State Universities Graduate School of Education. In June, upon completion of her degree in Clinical Mental Health Counseling, along with a certificate in Couples, Marriage, and Family Therapy, she intends to use her training, in part, to work with survivors of domestic violence. She is also a past survivor participant in the dialogue process

TERRY FAWCETT is a Sr. Supervisor at Arrowhead Regional Corrections in Duluth, MN.  Terry was trained as a facilitator in DVSD over five years ago and has performed many dialogues in MN.  Terry is a huge believer in this program because he has seen first hand how it has helped those he has served.
